v1.4.4 Falklands Commander Window

Description:
After zooming inside commanders window(capslock), zoomed area cannot be moved, for example its impossible to place markers on port stanley while zoomed.

Steps to Reproduce:
As commander press capslock, zoom in with mouse wheel, try to move view
