This bug has occured (at least for me) since the newest update. When I start a local server and try to spawn in, I can't spawn in since there is no tickets.
I have not changed any settings in config files or done modifying.

The first screenshot is from Local Co-Op game (bots)
The second is from Local server (no bots)

Both have 0 ticks.
I also tried setting 999 tickets on co-op. Still, 0 tickets. Tested on online and offline accounts.
